TPD通告流程
1、 注冊ECAS 賬號：
完成后提供郵箱地址以及密碼給我們
2、 提供公司信息（填寫submitterid_registrationform_en表格）及最新營業執照+對外貿易登記表，申請Submitter ID，并取得Submitter ID，大概需要2周時間。
(注：第1和2步驟僅需在第一次提交通告時進行，后面再申請通告時不用重復此過程)
3 、提供生產商詳細信息（填寫Manufacturer Details文檔）；
4 、提供描述生產過程的文件（包括批量生產）（document to describe the production process including series production；
5 、生產商責任說明文件及聲明（Manufacturer Responsibilities and Declarations文件），需要申請商簽署并回傳；
(注：第3.4.5資料僅需在第一次通告時提交，后面再申請通告時不用重復提交)
6 、提供產品信息（填寫Product Information document文檔，每個產品一份）；
7 、提供描述產品打開和填充機制的文件（document to describe the opening and refilling mechanism. ）；
8 、測試報告（提供樣品3PCS以及相關配件和說明書，ELT負責測試，并提供測試報告，包含尼古丁穩定釋放測試以及羰基化合物和痕量金屬物質測試）；
(注：第6.7.8資料每次通告時都需要提交)
9、 其他可選項包括（document showing a copy of the leaflet 宣傳頁（說明書）復印件、 document showing an image of the Products Packaging 產品包裝圖片，非強制提供選項）。
10、 提交相關資料給歐盟，獲得EC-ID。
11 、歐盟轉發相關資料給各個銷售目的地國家的監管機構，監管機構通過email發送付款INVOICE給申請商，申請商完成付款，等待監管機構審核通過。
年度報告
提交TPD年度報告的最早時間是三月底，這也是大多數國家的一個立場，然而有四個國家要求制造商在四月底前提交即可，兩個國家要求在五月底前，三個國家要求在六月底前。大多數制造商希望通過同時完成所有國家的要求來簡化報告流程，所以最明顯的截止日期是3月底，這樣可以適用到所有國家。TPD概述了年度報告的最低要求，一些國家似乎已將其作為其國家的年度報告標準，報告需要說明以下內容：
